I am directed to acknowledge the.. receipt of your letter C.Sec.P.L.659/20 of the 19th of February and to request you to inform the Lords Commissioners of the Admiralty that all salaries in Hong Kong are at present under con- sideration with a view to revision, and that it is not yet possible to make a statement as to what increases will be granted.

I am to express regret

that some difficulty is experienced in deciding what European Employés of the Colonial Government should be regarded as comparable to the employés in His Majesty's Dockyarde. In these circum-

stances in order to avoid delay I am to

enclose, for Their Lordships' informa- tion and eventual return,

a copy of the Estimates of Revenue and Expenditure of the Colony for 1920 which will furnish the necessary information as to substan- tive rates of salary.

2. European employés recruited from home are normally paid sterling salaries, which are converted by the Government of Hong Kong for purposes of local payment as to 80% at 1/9d.to the

dollar
